Winfield is a small residential neighborhood in west Tupelo, about 2.5 miles west of City Hall. It is one of the city’s neighborhood conservation overlay districts, and its rules in the development code bar townhouses, accessory dwellings and the splitting of lots.

Where it is

On the map in the city’s development code, the district is a rectangle just west of North Thomas Street and north of Parkgate Drive. Winfield Drive loops through it, with Fairfield Drive, Sagefield Drive, Battlefield Drive and Hillfield Cove off it.

It is in ZIP code 38801, unlike the other neighborhoods in our guide, and in City Council Ward 6, whose council member is Janet Gaston, the city’s council page says.

The overlay rules

The city’s Medium Density Residential rules apply, with these changes, the code says:

  • Parks and open space are allowed by right.
  • Patio homes, zero lot line homes and townhouses are not allowed.
  • No accessory dwellings.
  • No agricultural uses, including keeping livestock.
  • No subdividing of lots.
  • No wells, privies or septic systems.

No permit for new construction or exterior renovation is issued without approval of the neighborhood’s design review committee. It has five members: three residents chosen by the Winfield Neighborhood Association, one named by the mayor and one named by the ward’s council member, confirmed by the City Council for 12-month terms. The committee meets within 30 days of a complete application, which needs a site plan, floor plan, elevation drawings and a list of exterior materials.
