The rules: Tupelo’s leash and rabies laws
From the City of Tupelo’s Code of Ordinances, Chapter 6, Article IV:
- No running at large. It is unlawful to let a dog run at large in the city. A dog is “at large” when it is not under control by a leash or confined as the code allows, on or off your property. Walking a dog on a hand-held leash is always allowed. (Sec. 6-72)
- Physical control off your property. A dog off its owner’s property must be under the actual physical control of the person with it. (Sec. 6-67)
- Rabies vaccination and tag. Every dog in the city must be vaccinated against rabies and wear the metal tag on its collar or harness. A dog without a tag is treated as unvaccinated. (Sec. 6-81)
- Impoundment. A dog found at large can be picked up by police or a city official and impounded; the owner must pay the city’s fees within five working days to get it back, and can be cited. (Sec. 6-69)
- Tethering and shelter. Dogs kept outside need food, water, shade and shelter, and tethering at home is allowed only on a trolley system that meets the code’s conditions. (Secs. 6-73 to 6-75)
- Noise. A dog whose barking repeatedly disturbs neighbors can be a violation. (Sec. 6-7)
